No he told me it was under play Pokemon rules which allow Pokemon from the previous gens

Sorry let me rephrase my question. I wanted to know if my Pokemon are required to have the blue pentagon in the summary. The 10.1 and 10.2 section of the rules offer conflicting information stating that I can use Pokemon obtained from previous titles in the series but must have the Blue pentagon indicting that they were obtained in the 6th gen.

It means you can use pokemon from other gens as long as they were caught or raised in xy or oras. However I'm not sure what break temp thinks about that rule

Yes, that attachment has this year's Pokemon-VGC rules and are the rules I would like every entrant to follow in this tournament.

However, since this is not an official Play-Pokemon event, i have no problem tweaking this tournament's rules a bit.
