Does your internet work otherwise? If you try using the browser and opening any webpage, does that work?
Are you blocking some Nintendo servers to ensure you don't accidentally update another Nintendo device ?
My only guess is your internet settings are not right. Can you create a hotspot on your phone and try connecting the 3DS to that and see if Universal Updater works then?
