No picture, no detailed parts list, no feedback (even though he invites you to check his feedback)...

If it's legit, it will probably be a refurbished throwaway system (based on description). Most likely it's a scam. $21 wouldn't cover international shipping, or the "free" extras they're throwing in, let alone the system itself. Don't do it.
