The article. Yes. Anything that is a sales pitch like that, purports to be a secret/unknown info... it is more than likely complete bullshit.
The sentiment. Possibly not if only want office and internet -- things have advanced in recent years but the internet and office products have not really upped their game unless you want to watch the silly high res stuff on youtube. You bump up the RAM to about 4 gigs and stick a SSD in a machine and it will be great, even if it is otherwise running a modest core2duo.

Yes. Even if it works and doesn't contain malware, it's no different from what CCleaner does, and CCleaner certainly doesn't make your Windows install as fast as a fresh install. I've never really noticed any improvement in performance after using CCleaner.
Most likely this is one of those programs that allow you to do a scan and when you click to fix the issues it asks you to pay for the software.

If this worked with no ulterior motives, this might have been helpful back in the good ol' windows XP days. Operating Systems have come a long way since then, and done away with the needs of things like defrags and optimization software. Have something for spyware, anti-p2p, viruses, and firewall and you're good.

CCleaner is good for freeing up space and removing temporary files you don't need any more, and gives a nice warm feeling when you use it. You aren't going to notice a speedup though.

Yep and now days we also don't have to settle with IE!

But legitimatly he is right it really doesn't do anything spectacular per sey

Between Ccleaner and Auslogics defrag Screensaver, my system has never been bogged down. Especially since I don't even need to defrag my SSD. (The screensaver is set to only defrag my X:\ drive, a mechanical harddrive for ISO storage.
