    Maybe Somewhere near you? ( ͡° ͜ʖ ͡°)
I want to make a project that will change the extdata in a few ways.

Most of the files are in a .dat file. Is there any way to dump or edit these?

There are several tools that allows you to edit extdata in different ways (dump/replace): CHMM2, extdata_tool, Sunshell, PlayCoinSetter, GYTB etc...

It really depends what you want to do. Chances are, there is an editor for it.
