If it's like the ps3, a flag is placed on the system in the form of a file, so this should be possible, though I know of none that exist.

Remember condor updater?

The only homebrew that I believe allows this could be the NOBD updater by LM. But I’m not sure what mode it kicks the console into exactly, or if it’s spoofed to look like a recovery screen, I can’t remember.
