As long as you have an account for that region then yes.

DLC should be same region as your game in order for it to work.

The consoles nowadays should all be region free but there are a lot of money in keeping them split

I highly doubt that. Different countries have different localisation standards. I know these 2 games are not on the switch but are good examples.

South Park The stick of truth - Australian release had entire section removed.

From previous experience on other consoles, DLC only works if the dlc comes from the same region as the base game.

You can't download EU dlc for a NA game, but you can make an NA account and download the NA dlc.

It depends on the game. You'd be able to play JP DLC for a US BotW because it's technically the same game on both stores. This isn't the case for every game. It's easier and safer to just get DLC from the proper region.
