I want to change platform region permanently from NTSC to PAL using SystemConfigTool on cbhc. Is doing that can cause any brick?

Yes it can be dangerous if you mess with the wrong thing.
I would NOT try to change platform region with sys config tool.

That's a different thing (with its side effects, and can be done easily in systemconfigtool by enabling regions on the option with a line of 3-letter regions or ---) - it's what's called GAME in the Wii's AnyRegionChanger

He was thinking of changing the operating system region (the wii's AREA) - at a minimum, if he wants to try, he should have a complete set of system titles for the desired region and install them immediately before/after changing that setting

(the official Nintendo way for changing region is done via the reinstall-system-from-SD feature, which is not available to the common person on consumer consoles)

What about trying to sync Gamepad that are out of the console's own region?
