Hacking is my console dead?

i was trying to install safea9lh, i get the otp.bin, but my 3ds just doesnt turn on
i was folllowing this tut and in this step my 3ds got stuck, when i press power button just turn on the blue ligth and its turn off, any ideas?

1. You don't have arm9loaderhax.bin on the root of your SD card.

2. Do not follow video guides. Follow this guide instead.

As was stated above, you need arm9loaderhax.bin on the root of your SD card. Without it, your 3DS will power on, and then power off a second afterwards.
