ROM Hack Is it possible to make a texture pack for Minecraft 3DS Edition?

Hi everyone! I'm wondering if it is possible to make a custom texture pack for Minecraft on the 3DS? I wanna port over the new default textures from Java 1.14 over to my 3ds

I think you could replace the textures if you dumped the romfs from the game using gm9, edited textures, then patched it with Luma, but I'm not sure about the file system of the 3DS version, or if texture packs are encrypted.
