Hacking Is it possible to inject CIAs into a NAND backup?

We all know how long it takes to install games via traditional means (FBI, DevMenu, etc.). Is it possible to avoid that entirely by, say, taking a sysnand/emunand backup and somehow injecting the CIA on a computer, and then reinstalling the backup? It may not be much faster for a small amount of CIAs, but for a large amount, it may save a lot more time than it would to install them individually.

tricky because we will have to probably decrypt the cia (if it is encrypted) (the key needs to be decrypted on the 3ds), encrypt the contents to the sd card (only done on the 3ds) and write the ticket to the ticket.db (needs keys, only done on the 3ds)
if we had all the keys the 3ds uses, sure i guess it would be possible. but we can't do it now.
