I read somewhere that since the DSi is region-locked, it's legal to hack/mod it, but since the DSlite and DS aren't, it's illegal.

I don't see a connection.. Is this true, and if so, why?

Also, how do you choose a best answer?

There's many different meanings and implications for "hack".

The fact that the DSi is region locked and the DS/DSLite aren't holds no bearing.
Under laws like the DMCA which provide provisions for backups and SOME circumvention it's typically limited to outdated hardware/software security -- an example would be circumventing the 'page x, word y' of older games.

The DMCA, for example, is a real pain of a law.
Under the DMCA, you are allowed to create personal use backups of games. However, often times devices that bypass the copy protection security are illegal.
So you can legally make a backup of your XBox 360 game (not DOWNLOAD a copy, make your own), but a hardware modchip would be illegal which would make your backup useless.
