Think about this a little. Gen 1/2/6/7 natively exist on 3DS, either through the new games or VC, and there are already ways to access and edit information on them. GBA VC allows to use Gen 3 GBA games, NDS-bootstrap allows to use DS games for those who can't use the Gen 4/5 original cartridges, and there exists options on PC to manipulate their saves. Now, the problem is transferring Pokémon themselves.

Could it be possible to either :
- generate .pkm files out of older games for them to be put into a big storage program akin to PKSM ?
- Simply transfer the pokes themselves, again with an easy interface for anyone to be able to do it ?
- Allow reading and editing save files for VC games as well as .sav files for emulated GBA/DS games ?

Thanks in (Game Boy) advance.

It has been doable since JKSM or Checkpoint launched.
PKHeX have been always capable of generating .pkm from older games, and also transfering Pokémon from older games to newer ones.
Although, is possible that PKSM will never be capable of doing that on it's own for the more older games (Gen1-Gen 3) because at least, the GBA Injections are impossible to manage from a 3DS app since they run in another system module (AGB_FIRM) that doesn't involve the 3DS Mode of the console. Also you have PHBankGB that's like a Generation 1-only bank, and I dunno if it let's you generate .pkm files for Pokémon.
So mostly… you can do it but with PKHeX.
