ok so i jailbroke my ipod touch while on 3.2 firmware but accidentally updated to 3.1.3 so anyway to re jailbreak it and will i have to download all my apps and applications again or will they just be re-enabled again ?

You can, however, use AptBackup by BigBoss to... wait. You already updated. Yeah, you're gonna have to download everything again.
 
I'm pretty sure there's a bunch of guides on YouTube on how to downgrade to 3.1.2 from 3.1.3 on a non-MC 2nd gen. Also, next time, you should get the cydia app "3.1.3 updater" (I think that's what it's called)
It makes a 3.1.2 firmware appear as a 3.1.3 firmware to apps and iTunes so they don't ask you to upgrade, without actually upgrading to 3.1.3.
 
Good news: You don't need to downgrade to rejailbreak your iPod.

If you want your iPod touch 2G rejailbroken, just use redsn0w 0.9.4. When it asks for a firmware file, point it to the 3.1.2 firmware. (It will work for 3.1.3 on "MB" iPod touch 2G units.)
