Can someone start developing downgrade to 5.3.2?
We can't since the IOSU isn't release.

We don't know all the Wii U functions so no sorry, no downgrading. (And if someone find a way to do it without the IOSU there will be a big rate of brick.

Won't happen at least until IOSU exploit is released, and even then it's a strict maybe. So for the time being, no, no one can start on it.

Because DMCA's and lawyers are a thing?

It's the same reasoning as to why porn sites don't allow child pornography.
Except oops, you can't copyright random letters and numbers. Nintendo and their ilk would love for it to be illegal to even open your $500 rental, but suing people for posting encryption keys is good enough.

keys are real. one of them decrypts IOSU and cafe2wii. the other decrypts vwii stuff. we will need CDecrypt for vwii content or something similar btw

Nope - I didn't.
It says 'Actual Key' and someone send me the same yesterday.
So I believed that they are the actual keys.
But thx for clarify it
Sorry, I stand corrected. In the same way that they're not allowed to be posted here, I'm almost positive they're not allowed to be posted on that site either. That's why they posted the SHA1 hashes.
It seems like someone added the actual keys to the site yesterday though lol. I doubt they'll be there for long though.

That's why they mention at the start of the page:
"Only SHA1 hashes will be posted here, but several keys are publicly available"

it was ryanLEAKS lol

Gee I dunno? Definitely not for hacking

I think they asked why, because the implications is that this can all lead to hacking on up to 5.5.1, so why would you want to downgrade to hack at that point when you would already be able to on the latest firmware.
