So I have Luma 8.1.1 and 11.3 as my firm ware...

Is there any way to go online?

Im currently unable too and I receive the error code “002-0119”

How can I update or go online again?

No. If you followed the guide completely you would have updated anyway.
Step 1 from finalising setup said:
  1. Update your device by going to System Settings, then “Other Settings”, then going all the way to the right and using “System Update”
    • Updates while using B9S + Luma (what you have) are safe
    • If this gives you an error, set your DNS settings to “auto”
    • If this still gives you an error, follow CTRTransfer, then try updating again

Luma 8.1.1 means you're on B9S, so it's normally safe to update. But when a new firmware update comes out, there's always a compatibility thread on here which you should check to make sure Luma is still working with it. Occasionally a new firmware might require a Luma update to work (but you still won't lose B9S from updating to a non compatible firmware, you'll just have to wait for a Luma update before you can use your 3DS again or restore a pre-update NAND backup)
There haven't been one of those firmware updates in a while. Luma versions all the way back to 7.0.5 and maybe even older still work fine with the latest 11.6.
