Misc Internet Browser Not Working

OK, not sure if this is the right place to put this, but I'm going for it anyway.
So I have an old 2DS modded with Seedminer (hope that's saying enough). I got Retroarch on the system and didn't want to have to turn the system off then take out the SD card then put the ROMS from the computer to the card then put the card back into the system then turn the system back on (and I didn't want to use FTPD because, again, I didn't want to do something with another system). Instead, I planned on using the Internet Browser to download ROMS and put them on the SD card in a much easier way. The only problem is, when I tried to open the Internet Browser, it would get stuck on the opening screen and wouldn't advance to the actual browser or give an error code (the Rosalina menu was still accessible). I tested my internet connection by playing a game online and there was no problems with it. There isn't anything on the 3ds.hacks.guide troubleshooting page that covers a broken Internet Browser, just Internet Browser exploits. Help?

This is strange though, have you ever tried installing another version of the internet browser or something?

I meant I'd have to take the SD card out of my 2DS, put it in a PC, then put the downloaded roms into the SD card, then put the card back into the system. When I said having to use another system, I meant having to use another piece of hardware, meaning I just wanted to get roms straight to my 3DS instead of from a PC.

I rather meant if you had done it, which could have led to problems. (Re-)Installing the browser may help but I don't know if it does. Maybe it's worth a try though.

Before doing this, re-check that your 3ds firmware is: 11.9.0-42 (EUR)
1.Download 3dNUS from here: https://gbatemp.net/threads/3dnus.376488/ (3DSNUS1.9.rar)
2.Extract and open it
3.Enter 0004003000009D02 for the title ID and 11297 for version. Also make sure "Pack as .CIA" is checked.
4.Hit Download
5.After the download finished, copy the cia from the 3dnus folder to your sd card (doesn't matter where)
6.Install it via FBI

Then it hopefully works.
