Installing game PKG help

I installed my backup PKG game, but the PS says I need to update the system to version 9.60 or later. That is weird because the game PKG is specifically for firmware 9.00. What am I doing wrong?

I have tried different PKGs, they all come up with the same error.

EDIT: I do have goldhen installed. You can also check it top left homescreen

EDIT 2: I found the problem. I cant install PKG with Direct Package Installer. I need to install from USB. But I'm using a very old file explorer. What is a good one?
