Homebrew Installing Game Cartridges

Is there a tool with which to install cartridges straight to the SD card without having to dump (and then install) them to CIA files first?
If not, what's the best method to dump them to CIA's? I used decrypt9 yesterday just to try it out.
Also, are there any risks involved (such as getting banned) if one does something wrong?

I know, that's what I said I tried yesterday, what I'm asking is if it's possible to have it installed straight away without cia dumping.

Nope, you need to dump them first. Because of the nature of Decrypt9, it just won't allow you to dump and install from it.
The closest thing to that would be freeshop

Which downloads the cia directly from Nintendo's servers and install them.
