Homebrew Installing Game Cartridges

Is there a tool with which to install cartridges straight to the SD card without having to dump (and then install) them to CIA files first?
If not, what's the best method to dump them to CIA's? I used decrypt9 yesterday just to try it out.
Also, are there any risks involved (such as getting banned) if one does something wrong?

Decrypt9 can actually dump directly to cia

Using CIAs will not get you banned. You can download updates/DLC to them, play online, ect. CIAs are safe to use online.

Nope, you need to dump them first. Because of the nature of Decrypt9, it just won't allow you to dump and install from it.
The closest thing to that would be freeshop

Which downloads the cia directly from Nintendo's servers and install them.
