I would also like to know the answer to this question. I have original games games that i cannot update because i'm still in 5.55 (waiting for homebrew).
Is there a way to install pkg update files using original disc without psn (and obviously the latest firmware version)?

Afaik PSX helper can grab the pkgs, but installation on a non KEX/non PSN machine is not straight forward. I thought it was to do with transferring from one console to another or something? I haven’t really looked into it.

One method would be to fake the third party update server for a specific game (like street fighter 5 iirc), and initiate the “update” but instead try rename the SFV PAK to PKG, then spoof the server and send the pkg you downloaded in its place.

This would possibly install legit pkgs (updates only) unless you have already paid for and deleted a game without formatting the console.. then you could potentially redownload a legit game matching the CUSA ID you originally bought through PSN...

Obviously it wouldn’t work for fake signed pkgs... duh.

You just need a tricky method like I mentioned above to install pkgs, and find 5.55 compatible pkgs (I’m sure octolus and ps4database.io have those in abundance now).

Good luck.
(I can’t find the info for SFV, but I will keep searching, I would think more games are susceptible to this “download and install pkg without checking size and content exploit”)

EDIT: I found the info for SF5 ;)

I just found a post and a topic that it can't be done without PSN access. And if you want PSN,you need to have your console updated to latest firmware. That's just if you want to download updates from PSN to your PC but there's no mention how can you send updates downloaded from ps4database to your PS4 for example.

Not from PS4database to PS4, that would be insane...., but I just read on the psxhelper site about how you essentially:

connect pc to ps4 via IP on same network, start game update, pause it, helper should see the update link (you can cut this part out if you can grab the 5.55 compatible update from ps4database and download to your ps), take that link and download it on your PC, then in helper swap the link from the external site to the local site, and resume "download" ~ which is now infact copying across your network much faster than internet speeds.

The issue there is initiating the download of the update in the first place without needing PSN. The original guide was written in 2015 for psx helper.

I remember having read some instructions on how to download official pkgs with a PC and then installing "offline" to a PS4. Never tried it myself, but I think it was the guide linked by KiiWii above.

Now, I can't find examples so I'm not sure it's possible, but if the XML or JSON files that contains update information are plaintext and don't use a digest/integrity check, one maybe can MITM, for example it was explained how to modify the ps4-udatelist.xml file to hide PUP updates http://www.psdevwiki.com/ps4/Ps4-updatelist.xml

I would proxy the connections and replicate the structure of the original server with a local Apache/Nginx webserver, but only with the update PKGs of the titles I'm interested. The problem is, you need to know the URL of the DLC for the older FWs, as the official servers would only expose the latest one.

This is another page that documents some connections to the PSN http://www.psdevwiki.com/ps4/Online_Connections
