Afaik PSX helper can grab the pkgs, but installation on a non KEX/non PSN machine is not straight forward. I thought it was to do with transferring from one console to another or something? I haven’t really looked into it.
One method would be to fake the third party update server for a specific game (like street fighter 5 iirc), and initiate the “update” but instead try rename the SFV PAK to PKG, then spoof the server and send the pkg you downloaded in its place.
This would possibly install legit pkgs (updates only) unless you have already paid for and deleted a game without formatting the console.. then you could potentially redownload a legit game matching the CUSA ID you originally bought through PSN...
Obviously it wouldn’t work for fake signed pkgs... duh.
You just need a tricky method like I mentioned above to install pkgs, and find 5.55 compatible pkgs (I’m sure octolus and ps4database.io have those in abundance now).
