Every cia I try to install using RxTools fbi app, it gives me an error saying Invalid State database does not exist. I have a 32 gb card in it if thats useful info

Wrong forum, buddy.
You need to do the import.db trick. Descend through the Nintendo 3DS folder until it splits into multiple with names like exdata. Besides all these make a folder called dbs. Open notepad and save an empty file named import.db (not a .txt file!) to the dbs folder.
Then go into data management on the 3DS and let the system repair.
