Homebrew Inject Blank NNID Failure

I was reading a guide on getting a new NNID without deleting the old one. I downloaded a "blank" nnidsave.bin. When I went to inject it in Decrypt9, it said that it found the file, but gave an error stating that it was not usable, and therefore did not inject it. I did, however, see a video tutorial injecting the file into EmuNAND with no problem. My 3DS Firmware is 11.1 with a9lh and the latest hourly build of Luma3DS. I'm pretty sure I have the latest version of Decrypt9. Is there any fix for this issue?

I don't have a backup. I'm banned from Miiverse and simply want to change my NNID to get back to Miiverse. That's why I am injecting this.
