ROM Hack Info on DEVMENU?

So I got a hold of the DEVMENU and was wondering what HIO stands for its one of the tab labels. Also in this tab it says DEVMENU_ROOT not found. Does anyone know what this tab is for or if that file is obtainable?

Host I/O. It's for direct file transfer from PC to 3DS and vice-versa on higher-end devkits, e.g. PARTNER-CTR.

It's useless on a retail system.
