At best, it will require hex editing of the launcher (which is not "XMB"): if you do that, of course it will become unsigned, so it would absolutely require Enso and the console won't boot without signature patches...
It could be done with a plugin, to dodge the above issue; however you would still get references to pages higher than 10 in the app.db, which may or may not break other programs...

Hmmm memory limit for a bunch of icons, its just small png links.
No idea why that much memory should need.
But as you say it seems probably not possible.
