Yup, no SD card inserted.
X+Y+A+B+R with or without a game inserted boots up to the original error message

I got the new SD card reader and I can dump the bricked NAND.
If I follow this process to downgrade native_firm: https://github.com/Plailect/Guide/wiki/Hardmod-Downgrade
After flashing back the patched nand.bin, I get an immediate blue bootrom error screen.

Any other ideas on things I can try?

I have no idea what bricked this 3ds.
I purchased it bricked but thought it would be fun to hard mod it and try to fix it

Did you ask the owner for a NAND dump? And the FW? And... It can be the region? Check that things...

This was an eBay reseller so they dont know the history of the unit either.
Is there a way using any of the 3DS software tools out there to figure out what native_firm version is in the nand.bin i dumped?
