I have an old 3ds that is on 9.5 so I was wondering what if I change the motherboard inside it to another motherboard that has 9.0 lower will it work

Swapping the main boards should work just fine from what i've read and including my experience with heavily modding PSP systems (if that even counts). If your going to do this try buying a 3DS from walmart swap the boards (format yours first) then simply return it the same day for cash back they wont ask any questions hell sometimes the don't even turn on the unit (though this wont matter sine it will be in working order) I used to gut swap allot of Xbox 360's back in the day.
