I know I'm dumb, I installed a modded Luma without a chainloader over my fb3DS installation, and locked myself out of GM9/other CFW's, is there any way I can fix it (w/out flashcart/hardmod)?

Use b9sTool 2.1 with your same installed luma as the "native firm" and that should reinstall b9s

Put a replacement clean firm on the sd card then select "load external firm" from luma select menu (lookup how to do that).
Boot then go to system update and do a dry update, this will clean your firms back to stock.
Do frogminer/fredminer to get b9s back. (this will be easy if you have your movable.sed).

Hard to help you if you get that error. You could compile it with that error commented out, but I won't give any advice or support if you go that route.
I did compile it, but I was using dsimenu++, and I'm installing flipnote lenny to launch it instead

I did run it through lenny, and same error, I'm removing the error and recompiling

wait, I'm on 11.9 and this is an 11.4 firm
 
BTW You don't have to mod Luma for it to not have a chainloader, just don't put any payloads in its payloads folder.
I tested it with no payloads, holding start will do nothing.
 
I wrote a simple firm launcher in C (a .3dsx that boots SDMC:/boot.firm) and was able to boot godmode9
