Misc I know Wii U is region locked but, what about download codes ????

Hi,
I know that wii u is region locked and I can't play physical USA region games on my Wii u Europe region. but what about Download codes ??? they are different ?? I mean if I buy usa download code for games like (mario 3d world) is differ from europe download code for (mario 3d world ) ??????
