I heard that's it's not download only, you can also walk into your game store and pick as many games as you carry. Just be sure to tell the store's manager that you're doing this 'cause PSN was down for a few hours.........

Apparently the Welcome Back package isn't up for people who used Custom firmware in the past even if they've long deleted it on their PS3. THis is probably why you're not getting it. You're fault for using CFW and not being legit like everyone else.
