can you borrow a battery to test?

have you tried it without a mem stick in ?

sometimes some psp's will not start with a corrupt/bad/fake mem card in!

I sorta had the same situation. In the end, I had a Pandora modded battery and a regular memstick without the required files.
I then used the pencil trick to fill in where the line was cut and all was good after that.

I don't know if this is helpful, but thought it was worth mentioning, just in case.

it worked it would reset on me sometimes that is when the battery was really low like 1% battery life But the Battery does charge but when i take it off the charge or even when i am on the USB charge and i take it off the charger the power indicator is still orange or a low red light. or the power indicator would flash and turn off then i turn the power on and the orange light would come right back on.

What is the pencil trick if i may ask.
After you cut the tracer on a SLIM battery to make it Pandora, you can simply retrace (fill in) the gap using a pencil.
I guess the graphite from the pencil is conductive and the battery doesn't know it was every cut.
I did it... worked like a charm.
