I was wanting to know if there is any place where I can request for custom HOME menus to be made? It can be on or off GBATemp. Sorry if I'm in the wrong place and any help is appreciated

It's good but I mean where I can request for themes to be made? The vocab and programs are a bit too much for me to comprehend but I know it's a breeze for some hackers.

You should really try making a theme yourself, it's not all that hard to do. And so many themes have been made already, I'd be shocked if what you're looking for really hasn't been done before.
The 3DSThemeSwap subreddit has a good tutorial for making themes, and there are plenty of tutorials elsewhere too (including here on GBATemp!)
The 3DSThemeSwap subreddit accepts requests as well, and they're pretty active there, so you'll probably here back from somebody pretty quickly.
Finally, try to put something a little more relevant in your thread title... "I have a question..." is pretty vague... something like "Where can I post theme requests?" would be much better.

I don't have Photoshop. Is there another online/free photo editing program I could use?

Also, if you're on Windows, you might find Paint.NET (available at https://www.getpaint.net) to be easier to learn.
I finished editing on Gimp, but now the customization tools won't let me view it because it is a GIMP image and not a .bin file. Help?
On gimp insted of using "save" use File>Export and you can save your image as png or jpeg.

I've read Customization tools's thread and it seems like you need to use a .bmp imagen. You can export your imagen in gimp to bmp. Just use File>Export as before.
So, I tried to do it, but on the last step, nothing about the theme changed. I re-exported the files, but upon attemting to open them, Customization Tools crashed! Help!
