Misc I cannot turn on WiiConnect24, Wii hanged...

I have had premods Wii since a couple years ago and never used WiiNews, WiiShopping, and WiiConnect24. I tried to update everything and all seems to work properly except WiiConnect24. The wifi internet connection is not the problem, as I can download GX images, do WAD network installation, browsing using opera, etc.

I tried several times to turn on WiiConnect24, there was always a message:

"You must review the User Agreements before using Wifi Network services".

then I clicked NEXT.

"Connecting to the internet... Please wait a moment."

then

Black Screen, Wii hanged.

Is there something I missed, as the first mods was done by someone else. Is it possible that he locked something that I cannot turn on the WiiConnect24?

Perhaps he blocked Updates via Priiloader or something like that. It would really help to know what was modded on you Wii. If you don't know that and can't ask the person who modded it, maybe posting the output of SysCheck would help somebody here finding you problem.
Oh and can any official channel like the Shop Channel connect to the internet?

He didn't install Priiloader, as far as I know he only softmodded to enable running backup disc using Neogamma.
Official channel like WiiNews, WiiShopChannel and WiiWeather do not work, as they need WiiConnnect24 to be turned on first.

Problem Solved...
AnyRegionChanger did the trick by setting the EULA to "Read". Besides, I change my WiiShopChannel region to 49 (USA).
I just realized that mine is Korean Wii mods to USA.

Korean? go careful with updates, very careful.
Anyway, turn off wiiconnect24 anyway, its a pile of shite. Good for absoloutly nothing besides possible gpu failure albeit not too common, still happens, all for some news and weather updates that are generally nothing to care about as you will have already heard the news and you'll be able to see the weather outside, lol.
As for the shop channel, screw that, nand emulation/mighty channels for wiiware/virtual console, shop channel also useless
