I am on 5.5.0 and when I booted my Wii U just now, it had an update which failed to download due to me blocking their update server from my router.

Depends... I can't say for sure because the DNS thing doesn't seem to work with my setup, but I manually blocked all of the URLS in both of my routers (daisy chaned... don't ask) and I can access the eshop, but I have to disable the block in order to download anything.

Can't you game update after the exploit is released from 5.4 to 5.5?

I think you are best waiting for the exploit to drop to consider your options
