Technically it would help if you can repack it into a .3ds, but yeah there are better options for modding, not cheating, on o3DS. GW is the best for cheats, and use tools to extract & rebuild as a CIA for modding.

I meant to repack to .cia or .3ds and apply the edited file in the romfs.

Use these tools that i found on my ssd to extract and rebuild your CIA

name it game.cia and paste it in there, then run part1, then when edited, run part2

If you have access to Luma there is the possibly of running code though that. I know it works with Pokemon Sun & Moon which use the same mode.

Yes it is possible, you would just have to edit the textures of a bch file (in a szs file).
