The Mii Street Plaza has some minigames you can spend Play Coins in, and the AR Card Shop (unlocked after beating Archery, Ball Shoot, and Fishing) allows you to buy more games with Coins.

Samurai Warriors Chronicles supposedly has Play Coin -> Gold support.

I'm almost positive there's another game that uses them too. Can't think of it.

No, there is no pictochat for 3DS though nintendo has said there will be some new communication methods added in a future update... Most likely the major may update.
