How to open a .arc file

About konami, forget it, it's just a joke. The file is from the game directory, and I can't find the right software to open it. As for the password, it's probably an error message from peazip. I'm going to open it for translation work.

I thought this was a ROM/ISO compress file.

If it's from the original game, then it might not even be an ARC compressed file, but a custom format used by the game.

I used HxD to check the arc file and found that it contained a dds file. Unfortunately, I don't have a tool to open the arc file.
