How to install DolceSDK ?

Hi, I'm on WIN10 using msys2, how to install DolceSDK ?
I want to build a legacy plugin from the source code which requires DolceSDK.

problem is that I think that sdk has been removed. I can't find the link for it anymore. I use wayback machine, but the files are incomplete.

I saw that one, but I'm not sure what to do with it. there's a tutorial for installing dolcesdk, which is almost identical to vitasdk, but certain files seem to be missing, and I think it's related to that travis.yml, which I'm not sure how to initiate.

I think DolceSDK development moved to VDSuite, installation is there.
