Gaming How to get words to randomly scroll on screen

Ok basically is there a program where I can have words appear and scroll across the screen. I need a program able to do this and stay on top of the screen (kinda like task manager). Is there a program where this is possible

There's a screensaver that does this. That's all I know about.
This is the first thing that came to my mind too. There's also ways to use these screensavers as "active desktops," but any open windows will cover them up. Also, define: "random." Do you you mean at random intervals, with random words, random fonts and sizes?

    Or when your player dies, you can say in code, if enemy exists, do nothing, but if enemy does not exist, then create enemy at certain spot. (This would be a pain tho for lots of emeies)
