Hacking How to enable iis on computer?

I'm trying to do this on my wii u:http://www.examiner.com/article/wii-u-able-to-stream-mp4-videos-from-your-pc-directions-on-how-to
When I try to enable iis on my windows 7 comp, I get an error. Any help is appreciated.

You need to put your Windows installation CD into the Dick drive.
Edit: you aren't on windows XP
(Do the above first)
