Homebrew How to downgrade?

Okay, so I want to install Homebrew and UnassumingVenusaur's Gay Fates hack, but I was an idiot and updated to 11.0-33U. I want to downgrade to 10.7 or lower, but I want to be sure of a few things first: do you need gateway to do it? I plan on downgrading my 2DS, and I want to do everything right the first time around (I kind of have to).

The only current way to downgrade on FIRM 11 is via hardmod

EDIT: You can use FreakyHax/DungeonHax to access the HBL, though.

if youre on sysnand 11, without a9lh, for now at elast you cant downgrade unless you get a nand mod.

if your on 11.0.33u you cant downgrade . So just wait until an exploit comes out
