Apple How to create my own iDevice app?

I was just wondering if there are any basic tools (preferably free) where you can mess around and build your own apps to run on an iPod Touch? Nothing major, and I don't expect to create anything amazing, basically just try something new.

Any ideas are welcomed

Thanks for the reply, but I was hoping for homebrew tools to create simple apps to run on a JailBroken Ipod? if thats possible?
