Homebrew How to convert files into usable applications?

Hi, I am trying to use the Tomodachi Life Save Editor from this thread:

Nobody is responding to it so I'm asking this question here. Basically, the download on that thread downloads a bunch of files and stuff onto my folder, but no application to open the actual save editor. I was wondering how I convert all of those files into the application?

The 3DS part of this save editor seems easy, I just don't know how to open the actual save editor on my computer
 
Did not see anything on page 4 so I went to the first page there, got a file called "Tomodachi.Life.Save.Editor.2.1.4.zip"
In said zip file was a file called
"Tomodachi Life Save Editor.exe"
as well as what look like a few files to support it.

I am not running windows right now so could not test it but that is an executable file.

Occasionally antivirus programs will false positive on such files (the bulk of a save editor's code has to do with altering other things, this one also looks like it was written in one of the languages/dev setups lower end malware writers also often use) and will delete it right out from under you.
