I just purchased an used unhacked Wii U (5.5.2) with some eShop games and DLC installed. It still has the previous owner's account on it (although behind a password, which I do not know).

I would like to return the Wii U to a clean state, but keep the previous owner's purchased content, or at least be able to reinstall it later on. I am not against hacking the console if I need to do it in order to accomplish that without having to keep the previous owner's account on the system. I am new to Wii U hacking, though.

What would be the steps?

I don't think you can. you might have to install them with wup installer. removing everything on the system and resetting it to factory defaults should remove the profiles and any games associated with them. you may want to look at @Kafluke 's guide for help on installing cfw.

How about extracting the tickets (don't know how; maybe needs hacking first?), resetting to factory defaults (is it safe doing so on a hacked wii) and reinstalling purchased software with their respective tickets (again, I don't know how; presumably would need hacking again?)

Just for the record, I was suggested this in the Nintendo Homebrew Discord channel:
Use the browser method ("temporary hack" which only requires the browser and a few files in your SD) to dump the games, format your wii U, purchase a DS VC game (brain training is the cheapest) and install haxchi (a better entry point) then you can reinstall the games you previously backed up.
