How is my new internet plan?

Considering that's higher than my speed (6 Mbps / 0.7 Mbps), I'd say that's pretty good speed wise. How much are you paying? Bandwidth cap?
 
Speed wise that is not quite blazing fast but more than suitable for most purposes, that upload is just over a meg a second and that should mean under 20 minutes for the average length video and if it is more than you are probably using either tart settings or old encoder settings and need to switch that up. Ping is usually the bigger issue and as long as you are on cable or ADSL then you are usually good, start using 3g or satellite and you start having troubles there.
 
Its 15 Mbps for download and 10 for upload Is it fine for gaming, uploading to youtube, etc.
Not bad, pretty decent upload. Download could be better but that's just my opinion, I like to be able to download HD movies and TV episodes within a few minutes :P
Btw, 50/10mbps (soon to be 100/10) here.
 
I assume it's cable internet, so it should be fine. I have the same DL speeds, and I have no problem streaming 720p/1080p so you should be alright there.

10mbps upload speed is pretty ok, too. It's enough to stream in 720p, and uploading videos to Youtube would take approximately 10-30 minutes depending on length and size of the video.

As FAST said, your ping is a bit more important, but assuming it is indeed cable you should be fine.

I'm paying 40$ for 30MB Download & 2MB Upload.

It kinda sucks for streaming but it works my downloads n stuff.

10MB is good, I had a broadband 3G USB Pen drive with 3,5MB and I could get 720p on Youtube workin so...yeah
