Will it eventually utilize the full power of the 3DS or will it stay basic?
To be fair I think we already have quite a lot as it is. But people will always discover new things so we will see what happens with the 3ds
We have progressed a lot since the beginning, I feel we will definitely see a lot of homebrew taking up more of the 3DS's power soon.

I meant home brew wise, not as many loops to get 3ds hacked.

Homebrew in general, is pretty powerful already. Pretty much the only new things we'll get are exploits and fancy GUIs.
Right now the only thing holding us back is userland. Once we stop being ethical and actually start really exploiting the hardware, things will be different.
