Nintendo is telling me an update is required for Fifa 19. For the record I have tried to install/reinstall the game over 10x with different sources for the nsp. I deleted all my saved game data and I have nintendo servers blocked through 90DNS.I'm also on airplane mode on top of that. Thanks.

its not hard really is it, the game requires XX firmware, you boot that game and your console isnt on XX firmware, so the game is going to prompt you to update to XX firmware.
Updating the firmware also updates an internal list of updates available for games making this prompt unavoidable outside of not updating the firmware. This is one of the reasons why you shouldn't always immediately update the firmware.

I don't have a wii u anymore to test it myself, but if homebrews are not visible on the wii u menu I think you can press L + R + minus to open the plugin menu, there should be an option called "homebrews on wii u menu" or something similar
