3DSX files are nothing like APK or EXE files, and APK files are the installers, not the actual program itself. It's going to actually be much easier to try to recode the program yourself rather than convert a file that has no human-readable information to code. Anything like an APK, EXE, DMG, or whatever you can think of - out of the window.

There's nothing to be done. There's no easy magic for conversion.
As far as writing new homebrew for the 3ds from scratch, you're better off starting with learning some basic scripting on the PC before you attempt programming.
