What Android App do you want as a .3dsx file?
I'm going to stop humoring him, and give him the truth.
3DSX files are nothing like APK or EXE files, and APK files are the installers, not the actual program itself. It's going to actually be much easier to try to recode the program yourself rather than convert a file that has no human-readable information to code. Anything like an APK, EXE, DMG, or whatever you can think of - out of the window.
He was trolling you, he's trying to help you learn to code the thing yourself.
There's nothing to be done. There's no easy magic for conversion.
As far as writing new homebrew for the 3ds from scratch, you're better off starting with learning some basic scripting on the PC before you attempt programming.
