there is a legit cia, and a unsigned cia. those are the only types of cias I know. the NCCH of a cia is the parts of the cia that contain data (romfs, exefs, exheader)

NCCH was used to convert 3ds->cia back in the day. You can dump it via Decrypt9 or HourGlass9. Don't go asking questions you have no idea about. Also, belongs in noob.

Is it something you can extract? Look in decrypt9 through the cias option menu and you will probably find something

Why do you need the NCCH, though? Anyways, I believe Decrypt9WIP can dump NCCH headers.

CIA and 3DS(CCI) are just container formats, if you extract them, you get CXI and CFA, both are the NCCH that you are looking for.
Normally you don't need them, except if you are developer or you want to use decrypted CIA files on the Citra emu.
Use one of the CIA unpackers.
