Gaming how do i get the 7th badge.

so far, i got the first 6 badges. so on going to the get the 7th, i went east from this city where i saw suicine for the 3rd time, and this man blocks me. i dunno what gibberish hes saying. umm i have cut fly surf strength and rock smash. i really have no idea wat to do.

I remember playing Gold and Silver, and I think you have to battle the red Gyarados. Just look at a guide for G/S/C.
